That can certainly be the case. Especially given the large number of American kids who grow up with TVs in the room and watch until they fall asleep.
I think it would be hard to study links between sleep deprivation and ADHD because of questions about the direction of causality. Temperamental differences in activity level are present from birth; maybe kids with ADHD are sleeping less from the very beginning, because they're more active. But I haven't looked at the studies, so I couldn't say whether they controlled for that or not.
