I just got an e-mail through Flickr, which purports to be from an employee of the Flemish Ministry for Education and Training. In Belgium.

Dear Ms,

I'm asking you this question on behalf of the Ministry of
Education and Training, in Flanders, Belgium, Europe.

It's definitely innocuous - particularly that you can't see her face.

I am wondering in general because someone else on my flist also got asked if a photo of theirs could be used in a relatively unrelated context. What I'm wondering is, if professional/official web sites are now trying to avoid having to pay professional photographers (either for an actual session, or fees for existing pictures) by trawling the net for talented amateur photography.

This may simply be paranoia on my part.

Yes, they are. The agency I works for, among others, always looks for royalty-free images first, because we have only a tiny publication budget that doesn't often permit buying them.

On the other hand, there is another face in the picture, over to the right. [livejournal.com profile] rivka, you might want to get that person's permission (or the parents' permission, if it's another child -- I wasn't sure).

I did notice that face, and thought they might want to crop that part out - it doesn't strike me as relevant to what they want.
