I just got an e-mail through Flickr, which purports to be from an employee of the Flemish Ministry for Education and Training. In Belgium.

Dear Ms,

I'm asking you this question on behalf of the Ministry of

It's definitely innocuous - particularly that you can't see her face.

On the other hand, there is another face in the picture, over to the right. rivka, you might want to get that person's permission (or the parents' permission, if it's another child -- I wasn't sure).

I did notice that face, and thought they might want to crop that part out - it doesn't strike me as relevant to what they want.
